Carl E. Goepper
Willsboro Carl E. Goepper, 81, of the Bay Road, Willsboro, passed away peacefully, Monday December 22, 2014, at his home with his loving family by his side.
He was born in New York City, September 4, 1933, son of the late Frank and Marion (Forman) Goepper. Carl married Lynne E. Hettema on August 29, 1964, in the chapel at Church of the Good Shepard, Fort Lee, NJ.
After graduating from Newtown High School, Carl began his early career as a surveyor being part of a team who performed the layout work for highway and overhead railroad bridges. He worked for several established construction companies on Long Island before joining Andrews and Clark Consulting Engineers. Carl soon found the need to continue his civil engineering education evenings at Hofstra University. He also served in the New York National Guard.
Once he began his many years with Andrews and Clark, Carl was assigned to some very interesting and challenging projects: the Staten Island Expressway, Bar Beach Park, Flushing Meadow-Corona Park, 1963-64, and the Worlds Fair Ground 1964-65, the Alexander Hamilton Bridge (Cross Bronx Express-Way) and Thayer Road at West Point. Carl moved from surveyor to
field engineer, and finally indoors as Construction Specification Writer (licensed professional). He greatly enjoyed this position which employed all his acquired skills.
Ultimately, Andrews and Clark was sold and most of their employees had to find work elsewhere. Hence, Carl opted to find employment with the Rockland County
Highway Engineering Department (for 17 years) and then moved on to the Town of Clarkstown Highway Engineering Department where he would work until his retirement. This man was also interested in a variety of pastimes: hunting with friends in the Adirondacks and East Africa, becoming a life member of USAC, attending several Four Seasons Wine Symposiums (certification of accomplishment), and further developed his palate with Terry Robards wine tasting classes. And there were the jewels of Manhattan: Broadway shows, and Gallighers or Sardis for dinner, the New York Pops and the American Natural History Museum.
After retiring and moving to Willsboro in 1997, Carl continued an active life in the Masons, a member of St. John's vestry and a D.N.C. participant. Most fun for him was being in the 4th of July parades in his 1963 1/2 Falcon convertible!
Survivors include his sister, Frances V. Ottersberg; brother-in-law, Thomas A. Hettema; nephew, Karl H. Ottersberg; and nieces, Terri Ann Thrasher and Sharon E. Cunningham.
Carl will have a Masonic and memorial service on May 2, 2015, at 3 PM, at St. John's Episcopal Church, Essex, NY. Military honors will follow.
